There isn't much to think when choosing between those two: Subversion is
developed by the same guys who are maintaining CVS. Subversion is
self-hosting for over a year now without any problems and it is rapidly
approaching 1.0 .

I don't follow arch too closely but by comparing the mailing list
archives traffic, the subversion community is bigger and the developers
are more active.
