I think that putting the fingerprint and URL for your key in your
headers is a good idea generally. It's also faster and more efficient
than your XML idea. Since we've done pretty well without encrypted
email so far, I think the cost of waiting for a message from the other
party before encrypting isn't too high. It also (mostly) prevents the
problem where the other user gets an email they can't decrypt.
